Abstract: The IKP is devoted to reseach and instrumental development in the field of physics withhadrons and nuclei. The main tasks undertaken in 1989 were:• the realization of the cooler synchrotron COSY in close collaboration with severaldivisions of the KFA infrastructure• the theoretical and experimental development of a physics program for COSY, inclose collaboration between IKP and CANU, the future user's organization.The year was characterized by the following important steps towards the development ofCOSY by the institute.The international program advisory committee (P AC) for COSY had its first session inMay. There have already been 16 proposals submitted for experiments and also for largerinstallations by international collaborations. In most of the cases the IKP is one of thecollaboration partners. In its November session the PAC recommended most of theproposals. The development of necessary detector systems is underway. On May 31 thetopping ceremony of the new COSY building was celebrated. On September 1 our cyclotronJULIC terminated its operation for research. Twenty years of internationally recognizedresearch in nuclear reaction physics came to an end. JULIC is now being upgraded as aninjector for COSY. Also the experimental research on neutron-rich isotopes with theseparator JOSEF at the Jülich research reactor is being terminated in order to concentrateour activities on COSY. There remain experimental activities in nuclear spectroscopy onexternal accelerators. An effective way to enter the field of medium-energy hadron physicsrelevant for COSY is the participation in experiments with antiprotons at LEAR/CERN.During the year several people of the institute went for longer visits to participate inmedium-energy physics experiments in other laboratories, e.g. BNL, CERN andSATURNE.
